The Arizona State Plan applies to all public and private sector places of employment in Kingman and the rest of AZ, with the exception of Federal employees, the United States Postal Service (USPS), private sector maritime, employment on Indian Lands, areas of exclusive Federal jurisdiction; copper smelters, and concrete and asphalt batch plants that are physically located within mine property, which are subject to Federal jurisdiction.
